New Pricing for Cheques will now take effect on 2 January 2015

In March 2013, Bank Negara Malaysia (BNM) had announced a new pricing strategy for payment services to address the price distortion between electronic payments (e-payments) and paper-based payment instruments. Under the new pricing strategy, the fee for Interbank GIRO (IBG) transaction conducted via Internet and mobile banking is capped at 10 sen effective 2 May 2013 compared to about RM2 previously, while a new cheque processing fee of 50 sen will be imposed with effect from 1 April 2014.

Since the commencement of the new pricing strategy, there has been encouraging progress made in IBG transactions. The monthly growth rate tripled to 6% or 10 million transactions from May to December 2013 compared to 2% or 6 million transactions in the preceding 8 months. Cheque issuance had also declined at a faster pace of -3.3% or 6.7 million cheques in 2013 compared to only -0.5% or 1 million cheques in 2012.

While there has been encouraging progress made, it is noted that the required devices need to be in place to facilitate a comprehensive acceptance of e-payments particularly, at the federal and state government agencies nationwide.  To allow these entities to put in place the necessary devices, the imposition of the 50 sen cheque processing fee will now be effective beginning 2 January 2015. The banking institutions will also intensify their efforts to provide adequate guidance and incentives to their customers to accelerate the use of e-payments.

Road contractors told to repave driveway entrances and not charge owners

CONTRACTORS engaged to repave the neighbourhood roads have been warned not to solicit payment from houseowners the driveway entrance as the local councils have included it in the bill of quantities (BoQ).
Selangor Youth and Sports, Infrastructure and Public Facilities executive councillor Dr Ahmad Yunus Hairi said his office had received numerous complaints about contractors not repaving the area outside the main gate.
There were complaints from residents who said they were asked by road contractors to pay between RM300 and RM380 for them to pave the pathway in front of the house gates.
Dr Ahmad said he had instructed all local authorities to print clearly in the BoQ for road contractors to repave the neighbourhood streets according to the requisite thickness and the work must include the driveway entrance.  Read more

New highway to be built

For details, visit the KIDEX exhibition at Tropicana City Mall or log on to www.kidexskyway.com
WHEN the Kinrara-Damansara Expressway (Kidex) is ready, it will reduce travelling time between Damansara and Kinrara by about 25%.
The traffic volume will also be reduced by 50% in both directions from Puchong to Petaling Jaya.
It is estimated that traffic volume will reduce by about 30% from Taman Tun Dr Ismail, the New Klang Valley Expressway (NKVE) and Bandar Utama to Petaling Jaya.
The highway is estimated to cost RM2.42bil and it will be a 90% elevated highway. Read more

PJ residents should beware Kidex highway

written by Mak Khuin Weng (ex SS20 councillor)
Even if the Kidex highway resolves the traffic problem at the expense of a few thousand properties, it does not mean that traffic problems will not recur. MBPJ has approved numerous projects that are underway and the effects of those developments will mean more traffic for PJ, which would only incentivise a new highway as a solution to the traffic problem again.
A proposal for another elevated highway for Petaling Jaya is already there in the form of the Damansara-Shah Alam Elevated Expressway (Dash), and such highways simply mean that your property may be next on the state government’s acquisition list.  Read more

Private CCTVs to be linked to police control centres

PETALING JAYA: Malaysia will soon have tens of thousands of closed-circuit television (CCTVs) – all linked to state police contingents and Bukit Aman – to monitor all corners and alleys, ultimately to increase public safety.

Dubbed the “Safecam Partnership” initiative, the police are coming up with a better method to link privately owned CCTVs to their central command centre (CCC) in all states and police headquarters.
In line with the United Against Crime concept, the collaboration between the force and owners of private premises forms the biggest CCTV network in the country.  Read more
